US President Donald Trump has threatened the European Union with severe tariffs and trade restrictions in response to Brussels’ proposal to make Canada its first associate member.
European Commission President Ursula von der Leyen announced the proposal during her State of the Union address in Strasbourg on Wednesday, with Canadian Prime Minister Mark Carney present.
Von der Leyen stated that the EU aims to elevate its partnership with Canada to the highest level, proposing to open negotiations for Canada to become the bloc’s first associate member.
This new framework, described by the European Commission as an “Alliance for the Future,” would foster closer cooperation in trade, defence, energy, technology, artificial intelligence, critical minerals, and economic security.
The proposal stops short of offering Canada full EU membership, instead envisioning a deeper association. President Trump responded sharply, calling the idea “laughable” and warning that the US could impose heavy tariffs or halt trade with Europe if the move is seen as hostile. “If it’s a hostile act, I will put very serious tariffs or stop trading with Europe on many things,” Trump told reporters, according to Reuters. He added that the US response would depend on his assessment of the EU’s intentions.
This latest development adds to the already tense relations between Washington, Ottawa, and Brussels. Canada has been seeking to strengthen its economic and security ties with European nations amid growing friction with the United States. Prime Minister Carney has previously advocated for a closer and more distinctive relationship between Canada and Europe.
Canada recently joined the EU’s SAFE defence initiative and has been exploring enhanced cooperation with European countries in defence production, energy, artificial intelligence, and digital trade. The associate membership proposal remains in its early stages, with details yet to be finalized and requiring agreement from all EU member states.
Carney is set to address the European Parliament in Strasbourg on Thursday, where he is expected to outline his vision for Canada’s future relationship with Europe.
These developments come as the US and Canada remain locked in a broader trade dispute. Washington has already enacted various trade measures against Canadian goods, prompting Ottawa to seek new economic partnerships. The EU’s initiative thus arrives at a delicate moment in transatlantic relations, with Canada pursuing closer European ties and Trump warning of further US trade actions if he deems the move unfriendly.
