Federal Government Approves NYSC Reforms: Agency to Shift to Civilian Leadership and Focus on Skills Development

The National Youth Service Corps (NYSC), one of Nigeria’s most enduring institutions, is set for sweeping reforms as the Federal Executive Council (FEC) has approved a comprehensive overhaul of the agency the first in its 53-year history.

As part of this reform, the FEC has instructed the Attorney-General of the Federation and the Ministry of Youth to amend the NYSC Act and regulations to reflect these changes, paving the way for immediate implementation.

A key highlight of the reform is the transition to civilian leadership for the NYSC’s operations, while the military will continue to provide security for corps members nationwide. This shift aims to transform the NYSC into a skill-focused, productivity-driven, and youth-empowering institution that directly supports the government’s goal of building a $1 trillion economy.

Explaining the motivation behind the reforms, Hadiza Bala Usman, Special Adviser to the President on Policy Coordination, noted that strengthening the NYSC is essential for developing the human capital needed to achieve Nigeria’s economic ambitions. “There was a need for us to intervene to build the present ambition of a $1 trillion economy by repositioning the NYSC as a civilian-led, skill-oriented, productivity-driven, and youth-empowering national institution,” she said.

The reforms touch on all strategic aspects of the NYSC, starting with deployment procedures, registration modalities, and the recognition of security risks in various states. Bala Usman emphasized changes to the orientation camp structure and the introduction of 11 specialized “corps streams” tailored to graduates’ skills and national needs.

Upon joining, each corps member will choose from streams including: Agric Corps, Medical Corps, Education Corps, Tech and Digital Corps, Legal Corps, Public Service Corps, Infrastructure Corps, Green Corps, Enterprise Corps, Creative Economy Corps, and Paramilitary and Security Corps. The orientation camp will now feature a redesigned six-week program: the first two weeks focus on civic responsibility, national values, and leadership; the next two weeks cover career mapping, financial literacy, and business planning; and the final two weeks deliver stream-specific training aligned with each corps member’s background and chosen field.

“These reforms ensure that corps members receive targeted training to build relevant skills and support national development,” Bala Usman explained. “The NYSC will be civilian-led, with a clear focus on equipping our youth to contribute meaningfully to Nigeria’s economic growth.”

Established in 1973 to promote national unity after the Civil War, the NYSC is currently led by Brigadier General Olakunle Nafiu. This historic reform marks a bold new chapter for the institution and for youth development in Nigeria.
